Towards a new international climate change regime? An assessment of the Bali conference
Global warming requires an international climate change regime. The UN Framework Convention on Climate Change and the Kyoto Protocol provided the first but modest steps towards such a regime. The five-year commitment period of the Protocol ends in 2012 and what will happen afterwards is presently far from clear.
In December 2007, more than 180 countries gathered at the UN conference in Bali with the aim of launching negotiations on a post-2012 climate treaty. The objectives of Bali were ambitious. Countries were not only expected to agree on a roadmap for the talks and negotiations but also on the key areas which the new climate agreement should cover, such as mitigation, adaptation, technology and financing.
The seminar will assess the results of the Bali conference. What were the main problems? Was there a breakthrough? What are the remaining challenges? What will happen in the coming months?
