The European Affairs Programme at the Egmont Institute hosted a roundtable on the intergenerational implications of EU enlargement. The session brought together civil society actors, policymakers, and experts from both EU institutions and candidate countries to examine the future of enlargement through the lens of intergenerational fairness and inclusion.
The roundtable was held in the context of growing concerns around the long and complex path to EU accession. While enlargement has historically fostered peace, prosperity, and democratic reform, the current process has become increasingly protracted, raising new questions about how it addresses the rights and expectations of younger generations. The discussion took place against the backdrop of recent findings such as the 2024 Balkan Barometer, which reported a further drop in public belief in the economic benefits of EU membership. As highlighted in her mission letter to Commissioner Micallef, President Ursula von der Leyen called for an EU strategy that places intergenerational fairness at the heart of policymaking. This means ensuring today’s decisions do not compromise the opportunities of future citizens and that young people are genuinely included in shaping the future of Europe.
The roundtable highlighted the need to view EU enlargement not just geopolitically, but generationally. Many young people in the Western Balkans feel frustrated by slow accession progress, despite ongoing reform efforts. The discussion explored ways to rebuild their trust through meaningful inclusion in the enlargement agenda, addressing issues like brain drain, regional disparities, and youth participation in policymaking. It also considered the concerns of older generations facing transition challenges. The event generated policy ideas focused on transparency, inclusivity, and sustainability, reinforcing the EU’s commitment to solidarity across borders and generations.
