As a consequence of the Russian invasion of Ukraine, we are seeing a renewed Global Powers competition and an increasingly acute energy crisis. These developments have put the African continent centre stage again in international relations. Understanding how political and security developments within Africa shape the continent, as well as its position on the international scene, is a core objective of the Africa Programme. In line with this aim, we contribute to increased knowledge and shape policy debates on, and in, Africa by organising expert seminars and providing in-depth research on: military interventions and security collaborations; the politics of elections; peacekeeping and peacebuilding efforts; the political economy of mining, and the development of women, peace and the security agenda, with a particular focus on the Great Lakes and the Sahel region. Drawing on our own expertise, as well as a wide network of national and international research institutes, public authorities, and NGOs, makes the Africa Programme a central authority on matters related to Africa on a national, regional and global level.

Europe in the World

In a world that is largely driven by competition and rivalry (and partnership, yet) between great powers, understanding the Grand Strategy of each of these powers is crucial. So is developing a Grand Strategy for the EU itself. An EU that acts as one, as one pole of the multipolar world on a par with the other powers, is the only way to safeguard the way of life that the Member States of the EU have chosen, based on democracy, the free market, and equality. Power cannot be divided: a global player must have political, economic, as well as military power. To that end, the Europe in the World Programme analyses the diplomacy and defence of the US, China, and Russia, and of the EU, NATO, and their members. We also focus on geoeconomics, researching Open Strategic Autonomy and the Global Gateway as key EU instruments, as well as the geoeconomic approaches of the other powers. Defence policy is our third main axis of research, with a particular focus on European defence and its interaction with NATO, but also on nuclear deterrence and the deterrence of hybrid threats. Throughout all three research axis, we devote special attention to the role of Belgium, including notably the development of its own National Security Strategy and diplomatic and military capabilities.
European Affairs

Located in Brussels at the heart of EU political decision-making, the European Affairs Programme provides in-depth as well as policy-oriented analyses on a wide range of themes of relevance to EU and Belgian policy makers. Topics that are – or ought to be – central to the EU policy debate are given special attention. Aside from a constant focus on institutional matters, various substantive EU policies dominate the Programme’s research agenda, such as the Green Deal, the digital agenda, the consolidation of an inclusive social model, the protection of people and the defence of rights, and the promotion of Europe’s interests in the world. The Programme also deals extensively and in a forward-looking way with the impact of the multiple crises the EU has had to address over the last decade. They all had an impact on its policies, its decision-making processes, and more generally its architecture, which is proof of the resilience of the European project. With the aim of reaching the broadest audience possible, the European Affairs Programme seeks to share its expertise and stimulate the debate through a variety of publications as well as by organizing round tables, expert-seminars, and conferences.
