EUJUST LEX : Management Investigation Course – finalized

Concept

In 2005 the Council of the European Union adopted a joint action on the EU integrated rule of law mission for Iraq (EUJUSTLEX). It is a civilian crisis management operation conducted under the umbrella of the European Security and Defence Policy (ESDP).

With this programme the EU wants to assist the Iraqi government to strengthen its institutional framework and to promote a culture of rule of law and respect for human rights.

Providing professional development opportunities for senior Iraqi officials and fostering confidence, mutual respect and operational cooperation between different branches of the Iraqi criminal justice system (police, judiciary, penitentiary) is the main objective.

Belgium contributed since 2006 to what is known as a 2-week Benelux integrated Management Investigation Course (MIC), twice a year, offered to senior Iraqi police officers and senior Iraqi magistrates. The training took place both in the Netherlands and in Belgium.

For Belgium, the preparation of the mission involves the cooperation between the Ministries of Foreign Affairs, Justice and Home Affairs as well as the Federal Police Department and the Egmont Institute.
