Biography

Gabriel Monterrosa joined the Egmont Institute in August 2025 as Project Manager for the Education & Training Programme, where he contributes to various initiatives including the annual programme d’accueil for diplomats recently arrived in Belgium.

Before joining Egmont, Gabriel worked at RUSI Europe as Project Manager for the EU-funded Monitoring and Support Project for the Global Illicit Flows Programme (MASIF), supporting projects across Latin America, the Caribbean, and Africa focused on curbing illicit flows.

He previously served for three years at the International Institute for Justice and the Rule of Law (IIJ) in Malta as Junior Programme Manager, where he co-organised and delivered numerous counterterrorism workshops funded by international partners and represented the Institute on missions to Ethiopia, Mali, Tanzania, Tunisia, and Turkey.

Gabriel holds a Dual Master’s degree in Conflict Resolution and Mediterranean Security from the University of Malta and George Mason University, and a Bachelor’s degree from New College of Florida. His research has focused on organised crime, law enforcement cooperation, and government responses to organised sexual exploitation.
